As Col. Alfred R. Paddock Jr. so chillingly articulated in his 1983 manifesto, “Military Psychological Operations and US Strategy,” the manipulation of hearts and minds was to become a ceaseless endeavor, a perpetual assault on our very capacity for independent thought.
“The planned use of communications to influence attitudes or behavior,” Paddock proclaimed with sinister clarity, “should, if properly used, precede, accompany, and follow all applications of force.”

But Paddock's grand vision did not stop there. With a brazenness that defies comprehension, he declared the need for a “program of psychological operations as an integral part of our national security policies and programs.”
“Military psychological operations are an important part of the ‘PSYOP Totality,’ both in peace and war. … We need a program of psychological operations as an integral part of our national security policies and programs. … The continuity of a standing interagency board or committee to provide the necessary coordinating mechanism for development of a coherent, worldwide psychological operations strategy is badly needed.”
Can you fathom the audacity of such a proposition? To enshrine the very machinery of deception and manipulation as a cornerstone of our nation's security apparatus? It is a perversion of the highest order, a betrayal of the very principles upon which our democracy was founded. And yet, the architects of this grand illusion were undeterred, their hunger for control insatiable.
A nationwide “multi-media psyops” campaign was unleashed upon the unsuspecting populations of El Salvador, Honduras, Guatemala, and Peru. Through rallies and electronic media, a barrage of carefully crafted messages was disseminated, each one a calculated strike against the collective consciousness of these nations.
But the true depths of this depravity were plumbed with the implementation of President Reagan's National Security Decision Directive 130, a chilling edict that authorized the expansion of psychological operations beyond the realms of active military conflict and into the very heart of peacetime. No longer were these tactics confined to the battlefields; now, they were to be unleashed upon the civilian populace, a vile assault on the sanctity of our minds and the very notion of free will.
“This approval can provide the impetus to the rebuilding of a necessary strategic capability, focus attention on psychological operations as a national – not solely military – instrument, and ensure that psychological operations are fully coordinated with public diplomacy and other international information activities.”
The insatiable hunger for control that drove this administration knew no bounds, as evidenced by the creation of the ominously titled Psychological Operations Committee (POC). This nefarious cabal, chaired by a representative of Reagan's National Security Council and populated by agents from the Pentagon, the CIA, the State Department, and the U.S. Information Agency, was a veritable nexus of deception, a coordinated strike force dedicated to the erosion of truth and the manipulation of the masses.
As Col. Paddock, the very architect of this psyops machinery, so candidly admitted in a chilling 1986 memo, this group would be “responsible for planning, coordinating and implementing psychological operations activities in support of United States policies and interests relative to national security.”
Let us pause and deconstruct this Orwellian doublespeak, for within its insidious phrasing lies the true essence of their agenda.
“Planning, coordinating and implementing psychological operations activities" – a euphemistic veil draped over their true purpose: the systematic dissemination of lies, the calculated manipulation of narratives, and the relentless assault on our capacity for critical thought.

And yet, this cabal of deceivers sought to undermine that very foundation, sacrificing the sanctity of truth and the inviolability of the human mind upon the altar of their own twisted ambitions.
Their notion of “national security” was not the safeguarding of the people, but rather the preservation of their own power and the perpetuation of their grand illusion.
“The committee will provide the focal point for interagency coordination of detailed contingency planning for the management of national information assets during war, and for the transition from peace to war. The POC shall seek to ensure that in wartime or during crises (which may be defined as periods of acute tension involving a threat to the lives of American citizens or the imminence of war between the U.S. and other nations), U.S. international information elements are ready to initiate special procedures to ensure policy consistency, timely response and rapid feedback from the intended audience.”
TAKING SHAPE
The malignant seeds of deception that had been so carefully sown now blossomed into a twisted reality, as the Psychological Operations Committee took its insidious form through a “secret” memo from Reagan's sinister National Security Advisor, John Poindexter.
Like a cancer metastasizing within the body politic, this cabal convened its first meeting on September 2nd, 1986, with an agenda that laid bare the true depths of their depravity. Central America, that long-suffering crucible of American interventionism, was to be the initial staging ground for their assault on truth and reason.
“How can other POC agencies support and complement DOD programs in El Salvador, Guatemala, Honduras, Costa Rica and Panama,” they pondered, their words dripping with the hubris of those who believe themselves entitled to play puppet-master with the fates of entire nations.
But their ambitions knew no geographical bounds, for they were also tasked with the chilling directive of “Developing National PSYOPS Guidelines” for “formulating and implementing a national PSYOPS program.” A mandate so sweeping, so utterly devoid of moral constraint, that it should send shivers down the spine of every freedom-loving individual.
